David I. Kelch

David Kelch is a sixth year associate in the firm’s Pittsburgh office. His practice is concentrated in regulatory compliance, internal investigations, and complex commercial litigation.

He assists clients in settling or litigating cases involving a government entity, focusing particularly on white-collar criminal defense. Mr. Kelch has counseled clients regarding matters investigated by the FBI, SEC, FTC, HHS, IG offices, and corresponding state agencies. In addition to representing subjects, targets, and defendants, he has represented third-party witnesses. He has experience with laws and regulations passed in relation to the:

  • False Claims Act;
  • Criminal fraud statutes;
  • Anti-money laundering (“AML”) laws; and
  • Consumer-protection laws.

Mr. Kelch has undertaken significant internal investigations of business activities or individuals associated with his clients.  These investigations have addressed (among other things) complex fraud, bribery, money laundering, tax evasion, healthcare reimbursement claims, and workplace culture and compliance.  His practice also involves risk mitigation and compliance advice, with an emphasis on anti-corruption and government contracting.

Mr. Kelch has broad litigation experience in many aspects of discovery and trial preparation. His experience includes fact and legal issue research and investigation, managing e-Discovery matters and complex document collections and productions, and preparing witnesses for and conducting fact witness depositions.  He also has substantial experience in drafting successful pre-trial dispositive motions and briefs.

David has an active pro bono practice, representing religious entities in free speech, religious liberties, and civil rights matters. He is a member of the firm’s Cyber Civil Rights Legal Project and assists victims of “revenge porn” with takedowns and related litigation.  And, he has represented inmates convicted as juveniles to sentences of life-without-parole in their resentencing proceedings required by current Supreme Court precedent.
