Prior to joining K&L Gates, Mr. Monteiro was a staff attorney at the Federal Trade Commission, Bureau of Consumer Protection, Division of Financial Practices. In that capacity, Mr. Monteiro focused primarily on the investigation and litigation of fair lending matters, including cases involving major national mortgage lenders. Mr. Monteiro served as the lead attorney for the agency’s Equal Credit Opportunity Act target selection program and helped to devise new standards for conducting preliminary investigations based on Home Mortgage Disclosure Act data. Mr. Monteiro has also participated in government investigations, enforcement actions, and compliance monitoring in industries ranging from prepaid cards and student lending to affiliate marketing and business opportunity promotions. Mr. Monteiro served for two years as a judicial law clerk to the Honorable Catharina Haynes of the United States Court of Appeals for the Fifth Circuit. During law school, Mr. Monteiro was a legal intern in the Washington, D.C. offices of the Securities and Exchange Commission and the Financial Industry Regulatory Authority (FINRA). Mr. Monteiro also interned with the Office of the United States Attorney for the District of Columbia and the Attorneys General for both the District of Columbia and the Commonwealth of Massachusetts.
