Eric A. Love is an associate in the firm’s Washington, D.C. office, where he is a member of the Public Policy and Law and Consumer Financial Services practice groups. He concentrates his practice on financial services, with an emphasis on legislative, regulatory, compliance and transactional matters related to consumer products and services, FinTech, prepaid and emerging payment systems, electronic payments, blockchain and crypto/virtual currencies.

Mr. Love advises financial services providers on a broad range of issues related to federal and state legislation, laws and regulations. He focuses on financial institution regulation under the Dodd-Frank Wall Street Reform and Consumer Protection Act, and other laws enforced by the Securities and Exchange Commission, Consumer Financial Protection Bureau and the federal prudential banking regulators. In addition, he counsels money services businesses, emerging payments companies, banks and retailers, as well as credit card, prepaid card and gift card issuers on compliance with federal banking laws; state and federal consumer protection laws, including the Electronic Fund Transfer Act (Regulation E), Truth in Lending Act (Regulation Z) and Credit Card Accountability Responsibility and Disclosure Act; Bank Secrecy Act and anti-money laundering regulations; state money transmitter licensing laws; state abandoned property laws; and state credit and licensed lending laws. Mr. Love also assists with negotiating and drafting complex agreements for prepaid card issuers and program managers, processors, banks and major retailers. He has also provided regulatory counsel in connection with mergers and acquisitions by conducting due diligence of payments companies.

Mr. Love also advises clients on investments related to the newly established Opportunity Zones that were created under the Tax Cuts and Jobs Act of 2017 for long-term investments and development in low-income urban and rural communities.

Professional Background

Prior to joining the firm, Mr. Love served as a special assistant in the Office of Legislative Affairs at the U.S. Department of the Treasury. In this role, he focused on various international economic issues, including international financial services regulation, banking and securities, trade in financial services, development, climate finance and monetary affairs. Immediately before joining Treasury, Mr. Love worked for six years in a number of positions of increasing responsibility in the office of Congressman Melvin L. Watt of North Carolina. During his tenure in Congressman Watt’s office, Mr. Love served as the senior legislative staff member responsible for covering all issues within the jurisdiction the House Financial Services Committee, on which the Congressman served as a senior member.
