Jennifer Urban is an associate in the firm’s banking and asset finance practice group. Her practice primarily focuses on aviation matters including aviation finance and leasing, international finance, and aviation regulatory compliance with laws, policies and regulations administered by the U.S. Department of Transportation (DOT), the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA), and the Pipeline and Hazardous Materials Safety Administration (PHMSA), and the purchase and sale of corporate aircraft.

Ms. Urban also advises clients on regulatory and other legal issues relating to commercial uses of unmanned aircraft systems (UAS)/drones. To enhance the advice she provides to clients relating to UAS/drones, Ms. Urban passed the FAA’s aeronautical knowledge test and earned a Remote Pilot - Small Unmanned Aircraft Systems license, making K&L Gates one of the few firms with a drone attorney who holds this license.

In addition to her aviation practice, Ms. Urban counsels clients on U.S. export controls and trade sanctions, customs regulations, maritime competitor communications, and international antitrust issues

Professional Background

Prior to joining the firm, Ms. Urban served as an associate in the Washington DC office at a full service international law firm where she represented large companies in the purchase and sale of corporate aircraft and advised clients, including major U.S. and foreign passenger and cargo airlines, on U.S. laws, regulations, and policies with respect to mergers and acquisitions, advertising and consumer enforcement policies, and aviation safety and security. Further, Ms. Urban counseled clients on licensing and certification, including FAA certification of aircraft and equipment.

Aviation Finance
  • Represented a Japanese based operating Lessor with respect to a financing transaction for one (1) Boeing 777-328ER on lease to Air France. The financing was provided by Deutche Bank AG, Tokyo Branch and NTT Finance Corporation.
  • Represented Fortune 500 energy corporation in the sale of a Gulfstream G-IV aircraft.
Aviation Regulatory
  • Aided in the representation of Alaska Airlines in connection with its $4 billion acquisition of Virgin America, including advising the airline on issues relating to the regulatory review of the transaction and the integration of the airlines’ operations.
  • Represented a foreign airline in obtaining an expedited Special Permit to carry hazardous materials on behalf of the U.S. government and obtained the Special Permit from PHMSA in less than 24 hours.
Unmanned Aircraft Systems/Drones
  • Advised manufacturing corporation on contracting issues with a drone operations company.
