Kathy Barger is a health care consultant in the firm’s Research Triangle Park office. Ms. Barger has over 30 years of healthcare experience ranging from strategic planning to audit. She has developed and led a large health system’s growth strategy, including the acquisition of six hospitals and forming a clinically integrated network that participates in the Medicare Shared Savings Program. Her practice is focused on mergers and acquisitions, joint ventures, Medicare and Medicaid enrollment and reimbursement issues, accountable care organizations, Medicaid reform, tax-exempt financing matters, and certificate of need.

Professional Background

Ms. Barger was previously the chief system planning and growth officer for an eight-hospital health system in North Carolina. She was responsible for facilitating growth and development by cultivating and executing strategic partnerships and building corporate brand within the integrated delivery system. She also assessed new market initiatives, analyzed business opportunities, negotiated transactions (including hospital acquisitions and joint ventures), conducted financial studies, and initiated proposals to expand and grow the health system. Ms. Barger also previously served as the chief planning officer and chief financial officer for the same organization.

Ms. Barger has 15 years experience as a health care consultant working with both law and accounting firms and served three years as an auditor. During her consulting and audit career she served a variety of clients from large academic medical centers to long term care corporations.

  • Led effort to develop health system population health roadmap, which established a five year plan for clinical integration and risk sharing. Led Administrative and Contracting Group that annually updated roadmap for major reform initiatives and timing.
  • Managed development of an accountable care organization and associated Medicare Shared Savings Program application.
  • Managed process related to the acquisition/lease of six hospitals and integration of the providers into a health system.
  • Developed two cancer center joint ventures and oversaw the acquisition of two radiation therapy companies.
  • Worked with Chief Financial Officer in the development of health system’s response to North Carolina Medicaid reform.
  • Coordinated strategic plan development for various services, including emergency services, ambulatory surgery, cancer center, children’s hospital, heart center, and trauma.
  • Developed two cardiology management relationships between academic medical center and community hospitals.
  • Assisted health care corporations in due diligence process associated with various hospital acquisitions.
  • Prepared a hospital market and financial assessment associated with determining whether a client should purchase the remaining minority interest in the hospital.
