Paul Simpson is a partner in the firm’s Dubai office. He concentrates his practice on projects and project finance matters and has a substantial background in major power, water desalination, oil and gas, mining and transportation (rail and road) infrastructure projects in the Middle East and elsewhere.

Professional Background

Prior to joining the firm, Mr. Simpson was regional managing partner at the Dubai office of another international firm.

IPP/IWPP

  • Advised on the first coal fired power and water plant to be tendered for construction and project financing in the Gulf, a 1000 MW power and associated desalination water plant to be constructed at Duqm in Oman.
  • Advised the Oman Ministry of Electricity on the Al Manah IPP, the first independent power project to be implemented in the Gulf.
  • Advised buyer on US$800 million acquisition of Fiddler's Ferry and Ferrybridge “C” coal fired power stations in the UK, each being of 2000MW installed capacity.
  • Advised arranging banks on US$1.2 billion 551MW limited recourse financing for the Sarlux IGCC power project in Sardinia, Italy (co-financed with the EIB).
  • Advised buyer on its US$1.5 billion acquisition of a 2000MW coal fired power station at Eggborough, UK from National Power and on related coal supply and ash handling arrangements.
  • Advised project sponsor in respect of the US$1.7 billion 1200MW Saltend gas powered IPP in the UK, the first merchant plant to achieve limited recourse financing in the UK (Power Deal of the Year 1998).
  • Advised potential buyer on proposed acquisition of Ceske Energeticke Zavody (CEZ), including the Temelin 2000 MW nuclear plant.
  • Advised project sponsor in respect of US$1.4 billion 500MW gas powered IPP at Baglan Bay in South Wales in the UK, the first IPP to use H turbine technology.
  • Advised buyer on the acquisition of the Sidi Krir power project company and affiliated O&M and management services companies in Egypt.

Oil & Gas

  • Advised leading Gulf national gas company on LNG gas sales contracts with Gaz de France and other European and Far Eastern based buyers.
  • Advised leading international bank on equity investments in natural resources companies and projects, particularly in the Republic of Georgia and other countries in Central Asia.
  • Advised lead arrangers on US$1.15 billion oil cargo financing for Sonangol, and on subsequent increase in syndication facility to US$1.225 billion. 
  • Advised project sponsor on Sharjah/Jebel Ali offshore gas pipeline and gas processing project in the UAE.
  • Advised on the structuring of the pipeline and downstream aspects of the US$2 billion Dolphin gas project in Abu Dhabi involving long term sales of gas (through a new pipeline from Qatar) to buyers in Abu Dhabi and Dubai.
  • Advised operators on US$ 9 billion project for the development of three gas fields in South Sumatra, construction, operation and financing of connecting subsea pipeline in Singapore and long-term gas sales and transportation arrangements.
  • Advised the Kakap Block operator on US$8 billion project for the construction, operation and financing of 650 km gas pipeline to be constructed from the West Natuna Sea gas fields offshore Indonesia to Pulau Sukra in Singapore and on the long term gas sales arrangements for the development of the Kakap Block on the West Natuna Sea.
  • Advised buyer on US$250 million acquisition of various oil and gas operating assets in the Netherlands, France, Indonesia and Venezuela, and on the oil-based financing of this acquisition financed by Barclays Capital.
  • Advised operator on all aspects of US$1 billion limited recourse financing of the Emerald oil field in the UK sector of the North Sea, including field development and unitization and limited recourse finance documentation with senior debt facilities provided by Barclays and Deutsche Bank.

Mining

  • Advised project developers on zinc mine project and associated project financing near Tipperary in Ireland.
  • Advised Zambian copper industry on privatization of this industry and development of Kinkola deep mine

Privatization

  • Advised on the privatization of several wastewater facilities in Saudi Arabia.
  • Advised on the restructuring and privatization of the strategically important state-owned grain and flour organization in Saudi Arabia which will end the production of wheat in Saudi Arabia and render the Kingdom reliant on world markets for the importation of wheat.
  • Advised on the privatization of the electricity distribution sector in Peru.

Transport

Rail

  • Advised the winning consortium on the first Arlandabanan project, the PPP project in Sweden, for the design, build, finance and operation of the US$1.5 billion rail link between Stockholm’s Arlanda international airport and downtown Stockholm.
  • Advised two consortia on the privatization of several tube lines in London, UK. 
  • Advised bidding consortium on high speed rail (TGV) project to link Amsterdam (via Rotterdam and The Hague) with the Belgian TGV rail network as part of the expansion of Europe’s high speed rail network.

Road

  • Advised a bidding consortium on proposed 327 km highway PPP project in Abu Dhabi.
  • Advised on proposed privatization of the 2000 strong bus fleet in Dubai in consortium with Arup and HSBC.
  • Advised the lending banks on PPP for the upgrade of the A13 arterial link road into East London, UK.
  • Advised mezzanine lenders on PPP road scheme for upgrade to motorway standard of the link road between the A1(M) and M1 motorways near Leeds, UK .
  • Advised the lending banks on the project financing of the N4 highway linking Pretoria (South Africa) and Gaborone (Botswana).
  • Advised bidding consortium on PPP Thessaloniki road tunnel project in Greece.

Marine

  • Advised on proposed marine transport system to be created and operated in Abu Dhabi City to connect various islands such as Sowwah, Lulu, Reem, Saadiyat, Yas and Abu Dhabi islands.
