Areas of Practice

Sophie is an associate in the Construction and Engineering and Projects practice groups in London. Her practice is concentrated on non-contentious construction, public procurement and Public Private Partnerships ("PPPs").

Sophie has extensive experience of advising sponsors, funders, developers and contractors in drafting and negotiating English law and international turnkey construction contracts for the procurement of infrastructure, particularly in the power, petrochemical, waste, transport and healthcare sectors. She gives lectures to MSc Students at King's College, London (MSc in Construction Law and Arbitration) on French and English comparative construction law and European public procurement.

Healthcare
  • Pembury (Kent and Medway NHS) Hospital - adviser to Laing O'Rourke Construction on the £230 million PFI design and construction contract to build and operate a new acute hospital in Turnbridge Wells
  • Birmingham NHS Trusts - advised the construction consortium (Balfour Beatty Tees Esk and Wear Valley Hospital - adviser to Laing O'Rourke Construction Limited/ Haden Young Limited) on the £540 78 million PFI construction contract to build and operate a new acute mental health hospital in Birmingham; drafting and negotiating the construction contract, bonds, guarantee, direct agreements and ancillary documents Middlesborough
  • North Staffs NHS Trust - advising the design and build contractor (adviser to Laing O'Rourke Midlands Limited) on the £400 million PFI construction contract to build and operate a new acute hospital in North Stoke ; drafting and negotiating the construction contract, bonds, guarantee, direct agreements and ancillary document
  • Birmingham NHS Trusts - adviser to Balfour Beatty Construction Limited/ Haden Young Limited on the £540 million PFI construction contract to build and operate a new acute hospital in Birmingham
  • Derby NHS Trust - part of the team of advisers to the project company adviser to the sponsors (Skanska/Innisfree) on the £300 million PFI contract to build and operate a new acute hospital in Derby; drafted and negotiated the sterile services PFI contracts for interim and full services (European Healthcare Deal 2003)
  • Coventry NHS Trust - part of the team of advisers adviser to the mono-line insurer (MBIA) and lenders (BNP Paribas) on the £400 million PFI contract to build and operate a new acute hospital, a mental health unit and teaching facilities at Walsgrave

  • Halton & Warrington - adviser to Laing O'Rourke on its participation in the tender for the Building Schools for the Future project
  • Loughborough University Accommodation PFI Scheme - advising the design and build contractor (adviser to Laing O'Rourke Construction North Limited) on the £48 million PFI construction contract to build and operate new students halls for Loughborough University; drafting and negotiating the construction contract, bonds, guarantee, direct agreements and ancillary documents
  • Wirral Borough Council PFI refinancing of advising Refinancing -adviser to the Council on the refinancing and re-structuring of the grouped schools PFI project
  • Grouped Schools PFI Project - advising adviser to the authority on the refinancing, restructuring and change of FM provider on the grouped schools, PFI project
  • Cleveland Police stations - advised adviser to the construction company contractor (Laing O'Rourke Northern Limited) on the £25m PFI project for the construction of 4 police stations in Newcastle ; negotiated construction contract and ancillary documents
Public Procurement
  • Deloitte's - adviser to bidder on public procurement law issues related to competitive dialogue and negotiated procedures for consultancy services in the UK
  • Barts PFI Hospital  - pre-contract preliminary works agreement; adviser to the preferred bidder on public procurement issues related to preliminary works agreement
  • London Underground: advising on tender documentation and strategy for the tender of two framework for providers of building works and civil engineering
  • Imperial College property development - adviser to Multiplex Developments (UK) Ltd on the public procurement issues related to a residential accommodation project initiated by Imperial College
  • South Tees PFI Hospital - adviser to the project company on public procurement issues related to the expansion of the building following completion of the new acute hospital
  • Non-contentious advice and review of tender documents, public works, services and supply contracts and concession contracts in tramways, waste-to-energy plants and leisure facilities in France
Power and Energy
  • Plock Petrochemical €312 million plant in Poland - adviser to Plock Orlen, the project company sponsors (a joint venture formed by Basell BV and PKN Orlen) on the construction EPC contract (European Petrochemical Deal 2003)
  • Termoli 800 MW combined-cycle gas-fired plant - part of the team of advisers to Energia, the project company on the EPC contract and funders' direct agreements
  • Sasol Gas pipeline between Mozambique and South Africa - part of the team of advisers to Sasol, the sponsors, during inception and tendering stages of the construction EPC contract
  • Sheffield Waste-to-Energy plant - adviser to the EPC contractor, a joint venture formed by CNIM and Clugston, on the pre-closing issues of the EPC contract and members' agreement
  • Barking Power Station, GE gas turbine maintenance contract - adviser to Barking Power Limited on the gas turbine maintenance contract negotiated with GE and post-NETA electricity deregulation
Commercial Property
  • Mediterranean Territory Extension - adviser to Multiplex on the concession and EPC contracts, local law and project management issues for the construction of a commercial development on the Mediterranean seabed
  • Accor Bordeaux Casino, Hotel and Leisure Centre - adviser to Accor, the winning bidder of the concession contract, on construction and public procurement issues of the construction and operation of Bordeaux-Lac casino hotel and leisure centre
  • KPNQWest Cyber Centres in France and the UK - part of the team of advisers to KPNQWest on the French and English construction law issues for the drafting and negotiation of engineering contracts for the construction of cyber centres
Transport
  • Caen Light Rail concession - part of the team of advisers to Caen Borough Council and Département of Normandy on the public works concession contract and the public services concession contract for the construction and operation of a light rail on tyre at Caen
  • High speed trains - advised an international railway company in relation to the lease of high speed trains and sale of locomotives

Professional Background

Sophie qualified as a lawyer in England and Wales in 2000 and was admitted as an avocat to the Paris Bar, France in 1997. Sophie has previously worked at two large international law firms and a law firm in Paris.
