Areas of Practice

Mr. Paul is a partner in the Raleigh office and focuses his practice on zoning, land use and government affairs. He specializes in regulatory approvals for large, mixed used developments and coastal projects. He also focuses on public-private-partnerships and public finance of infrastructure on development projects. He has represented owners, developers, coalition groups and businesses in all types of development and governmental issues.

Mr. Paul also focuses on government relations matters, including legislative lobbying, monitoring, regulatory advocacy, economic development and corporate relocation at the local and state level. He has represented leading companies and trade associations in technology, health care, energy and real estate industries. He regularly helps clients pursue legislation, implement enacted laws, and achieve their objectives in industry meetings as well as government negotiations.

Mr. Paul is a LEED Accredited Professional (LEED-AP), a distinction he earned through the Green Building Certification Institute. As a LEED-AP, he has demonstrated a thorough understanding of green building practices and principles, as well as the LEED Rating System.

Representative Experience
  • Represented developers in obtaining zoning approvals for large, mixed use projects within the urban core as well as at green field sites.
  • Represented client on obtaining government funding for waste to energy technology used to address hog waste.
  • Represented developer on a significant land swap at coast, requiring approvals by the U.S. Army Corps of Engineers and the State Property Office.
  • Represented stakeholders in creating new regulatory framework for development on oceanfront.
  • Represented client in negotiating health care reform before General Assembly.
  • Represented museum in securing funds for major expansion.

Professional Background

Prior to joining the firm, Mr. Paul served as chief of staff and legal counsel to the former state lieutenant governor. He has also served as legal counsel to the state's largest health insurer, assisting on regulatory and legislative matters. Mr. Paul has served on a number of private sector initiatives focused on local, regional and statewide land use and infrastructure policy.
