Prior to joining the firm, Ms. Paglia worked as in-house counsel for Barclays Global Investors, Ltd. (Barclays) in London. She supported Barclays' European expansion through the establishment of branches and subsidiaries in various European countries, advised on private placement scenarios for the offer into Europe of offshore funds, counseled Barclays' Exchange-Traded Funds (iShares) on cross border financial promotion and European regulatory compliance issues.
Before joining Barclays, Ms. Paglia was a senior associate at a Rome-based law firm, where she played a major role in the establishment of the investment management group. She conducted the registration process for European undertakings for collective investment in transferable securities (UCITS) and hedge funds (non-UCITS) in Italy for multiple investment firms, counseled Italian banks on the offering of investment services, and advised major investment firms on the creation, offering and listing rules governing exchange-traded funds (ETFs) in Europe.
Ms. Paglia has been actively engaged in interacting with European regulatory bodies. She represented Barclays before the Investment Management Association (IMA - London) and the European Funds and Asset Management Association (EFAMA - Luxembourg), drafted and coordinated Barclays' response to legislative proposals on asset management enacted by the European Parliament and the Commission of European Securities Regulators. She worked in close cooperation with the Borsa Italiana S.p.A. (Italian Stock Exchange) to establish and launch a market segment for ETFs in Italy and counseled the first ETF providers listed in that market segment. She also counseled the Italian Association of Intermediaries (ASSOSIM) on the creation of standard agreements for broker-dealers trading ETFs on the Italian exchange.
