Areas of Practice
Mr. Bowman concentrates his practice in the areas of construction litigation, administrative and governmental law, and public contract law. He has, for example, litigated on behalf of heavy and highway contractors which have performed important highway, bridge and airport construction projects and has acted as counsel to participants in major building projects such as sewer and water systems, county and state correctional facilities, schools, colleges and municipal sports complexes. He has practiced before state and federal courts as well as numerous administrative agencies, including Pennsylvania Departments of Revenue, Commerce, Transportation, General Services, Environmental Protection, Labor and Industry, and the Bureau of Professional and Occupational Affairs in professional and occupational licensure matters. He has represented vendors of products and services to governmental agencies in various governmental requests for proposals, including purchase of durable goods, perishable and consumable goods, service contracts, and systems contracts.
Professional Background
Mr. Bowman has contributed to the legal column for the Associated Pennsylvania Constructor's publication Highway Builder, and has chaired the Pennsylvania Bar Association Construction Litigation Committee and the governing Council of the 4000 member Pennsylvania Bar Association Civil Litigation Section. He has been a member of the Pennsylvania Department of General Services' Design Professional Liaison Committee, and was Solicitor of the Borough of Dauphin (Dauphin County) for 17 years. He is a member of the Forum of the Construction Industry and of the Public Contract Law Section, the Litigation Section and the Section of Urban, State and Local Government Law of the American Bar Association. From 1973 to 1974, Mr. Bowman was a clerk for The Honorable James S. Bowman of the Commonwealth Court of Pennsylvania. He was highly recommended for Pennsylvania Commonwealth Court by the Pennsylvania Bar Association, Judicial Evaluation Commission in January 2003.

Speaking Engagements
Mr. Bowman is a frequent lecturer and course planner for the Pennsylvania Bar Institute seminars and private conferences on public and private contract law and legal ethics. He has addressed numerous professional organizations on construction liabilities, and risk management, and Pennsylvania gaming law issues and legislative initiatives. He has spoken to the American Council of Engineering Companies, the American Association of Highway Engineers, the Construction Management Association of America, the Design-Build Institute of America, the American Institute of Architects-PA, and the Pennsylvania Amusement and Music Machine Association.
