Areas of Practice
Ann Sherman is the administrative partner of the firm's Portland office and serves on the firm management committee for K&L Gates. She serves as bond counsel, underwriter's counsel, and letter of credit bank counsel on state and local government financings, tribal offerings, health care issues and housing obligations.
A substantial portion of Ann's practice is devoted to general obligation, revenue, refunding, tax anticipation and certificates of participation financings. She represents the majority of school and special districts in the state of Oregon and is bond counsel to the Special Districts Association of Oregon’s pooled FlexLease and FlexTRAN programs and the Oregon School Boards Association's pooled tax anticipation note program, lease program and pension bond program. Ann is lead counsel to Multnomah, Marion, Jackson, Linn, Polk and Tillamook counties and to many cities throughout Oregon. She has been active in shaping public finance legislation and is a frequent writer and speaker on tax–exempt financing.
Ann has extensive experience in housing finance as bond counsel to the City of Portland housing revenue bond program and numerous state and tribal housing authorities. She is a leader in the combined use of tax–exempt bonds and tax credits to finance affordable housing. Ann routinely represents lenders, underwriters and placement agents in complex housing rehabilitation and acquisition projects in the Pacific Northwest and California. She also works closely with USDA representatives to finance housing, infrastructure projects and cultural facilities for rural communities and tribes.
