Mr. Strouss practices in the areas of public infrastructure contracting, commercial litigation, tax assessment litigation, class action defense, construction law, health care, consumer protection, alternative dispute resolution, and administrative law.   He has provided counsel and litigation representation to diverse industry segments including:  public infrastructure, construction, managed care, electric generation, solid waste disposal, and medical and legal services firms. 

Mr. Strouss has extensive experience in public works contracting including:   public-private partnership transactions, bid protests, contract dispute management and avoidance, and claims resolution and litigation.  Mr. Strouss has litigated and provided alternative dispute resolution services with respect to a wide range of construction projects in both the public and private sectors, including buildings, highways, bridges, prisons, a tunnel and an airport.  Recently, he provided representation in precedent-setting industrial real estate tax assessment matters pertaining to electric generation facilities.  He has litigated disputes arising from the operation of managed care plans.

Mr. Strouss serves as Administrative Partner of the Harrisburg office of K&L Gates. He serves on the firmwide Management Committee and chairs the firmwide Pro Bono Committee.

Mr. Strouss served as Chief Counsel to the Pennsylvania Turnpike Commission from 1985 to 1987. In that role, he was responsible for the legal affairs of the Commission, including substantial activity in government contracting and construction matters arising from Turnpike expansion and the related issuance of $800,000,000 of revenue bonds. Prior to joining the Commission, he served for five years as a claims and general litigation lawyer for the Pennsylvania Department of Transportation where his practice focused on construction litigation, federal practice, and equity proceedings. He began the practice of law in 1977 in Mount Carmel, Pennsylvania.

Mr. Strouss has been professionally active in the area of construction law and public contracting.  He has lectured extensively on construction litigation and claims avoidance for the Pennsylvania Bar Institute.  Additional activities include:
