Cathy is a partner in the Projects/ Public/Private Partnerships group in London. She has specialised in PPP/PFI projects since their inception and is recognized by the independent directories as a leading healthcare expert. She has advised on PPP/PFI procurements in other sectors including transport, education, social housing, waste, defence and technology.

Advising a short-listed bidder on its bids for the South West and Omagh PFI hospital projects in Northern Ireland

Advising a private healthcare provider in numerous short-listed bids for Elective Surgery and Diagnostic Independent Sector Treatment Centres, including as preferred bidder for the Cumbria and Lancashire Elective project

Advising a short-listed bidder on its bid for the Little London and Holbeck and Beeston Social Housing PFI project in Leeds

Advising members of the BAFO consortia for the Bristol Building Schools for the Future (‘BSF’) project, (the first BSF project to reach financial close in the UK)

Advising the ICT Provider on the Lancashire BSF project, (the second BSF project to reach financial close and the first to close a subsequent tranche project in the UK)

Advising the preferred bidder on the Plymouth Local Improvement Finance Trust (‘LIFT’) project and a short-listed bidder on the South Midlands LIFT project

Advising a BAFO bidder on its bid for the Jubilee, Northern and Piccadilly Line grouping of the London Underground PPP

Advising the preferred bidder on Project Connect, a PFI project for the replacement and management of the radio and transmission services for the entire London Underground Network

Professional Background
Prior to joining K&L Gates in May 2008, she was Partner and Head of Projects at an international law firm. Cathy qualified as an Australian solicitor in 1989 and qualified in England and Wales in 1992.
