Ruth E. Granfors

Ms. Granfors is a practice group coordinator for the firm-wide health care practice group. She has more than 25 years experience exclusively in the field of health care law, including 10 years as counsel to the Pennsylvania Department of Health. She focuses her practice on regulatory matters, including:

• Health care institutional licensing applications and waivers
• Medicare and Medicaid certification, enrollment, and reimbursement advice
• Medicare and Medicaid compliance advice, compliance programs, voluntary disclosure and payment audits
• Managed care contracting and statutory and regulatory obligations of health plans
• Development of downstream integrated delivery networks
• Privacy of health information

Ms. Granfors represents clients in administrative appeals from adverse licensing and reimbursement decisions. She also advises clients on regulatory compliance in health care mergers, acquisitions and reorganizations, and provides due diligence review related to these transactions, including satisfaction of all licensure, Medicare, Medicaid and other government consents and approvals and review of public and private payor contracts, including advice on assignment or termination of such agreements.
