Ms. Armstrong is a partner in K&L Gates’ Dallas, Texas office. She represents technology companies and defense/aerospace contractors in a variety of counseling, contract negotiation, and litigation matters. Her practice principally involves the representation of technology companies that sell commercial products and services to federal, state, and local governments in contractual and civil settings. In particular, her work focuses on contracting with the General Services Administration (GSA) and the Department of Veterans Affairs (VA) under the multiple award schedule (MAS) program, including proposal preparation, negotiation, contract compliance issues, audits, investigations, and fraud claims. Ms. Armstrong also assists technology companies in other commercial contract settings, including reseller, distribution and licensing agreements.

Ms. Armstrong assists clients with developing and maintaining corporate compliance programs, conducts compliance reviews and internal investigations in both proactive and reactive settings, and provides advice on required disclosures under the FAR Mandatory Disclosure Rule. She has represented clients before the Department of Justice, General Accountability Office, and General Services Administration, as well as other defense and civilization agencies.

Ms. Armstrong frequently assists companies in formulating bids or proposals and negotiating contracts with public customers throughout the nation. She counsels them on contract negotiation and interpretation issues, risk reduction procedures, licensing issues, rights in patents, software and technical data, and a variety of other matters. Ms. Armstrong also assists technology companies on due diligence and novation issues associated with acquisitions of companies that possess government contracts.
