Zbigniew Kozłowski is a Polish-qualified advocate with over 10 years of experience in environmental law. He works in the Environmental Law Department at the K&L Gates Warsaw office. He has been ranked in the reputable international ranking Chambers Europe as a notable environmental practitioner since 2013 (currently in Band 2). He has also been listed in the Rising Star 2015 ranking organized by the reputable Polish newspaper Dziennik Gazeta Prawna (legal daily).

He focuses on environmental law, in particular, industrial emissions, carbon dioxide emissions trading, environmental impact assessment, waste management, water and sewage management, damage to the environment and land contamination, as well as environmental permits (including IPPC).

Zbigniew Kozłowski provides legal advice to clients from various industries, including energy, chemical, metallurgy, manufacturing, mining as well as oil & gas sectors. He participates in projects pertaining to the development and modernization of power plants and other industrial installations.

  • Entities from an international energy group - (i) on-going advice on the emissions trading scheme (EU ETS), including obtaining free of charge carbon emission allowances; (ii) legal assistance on the new act on energy efficiency; (iii) comprehensive advice on the liability for surrendering of CO2 emission allowances and Kyoto units; (iv) developing a strategy for heating plants in connection with BAT conclusions.
  • International energy group - (i) structuring the adaptation of all power plants and CHPs in Poland to the requirements of IED, in particular from the perspective of IED derogation mechanisms; (ii) advice on an emissions trading scheme, in particular, support in negotiations with the European Commission regarding the calculation of costs borne in return of free carbon dioxide emission allowances; (iii) representation before an administrative court in proceedings concerning a permit for participating in the EU ETS for a coal-fired power plant.
