K&L Gates Advises Barwa Real Estate Group on Qatari School Development Public-Private Partnership

6 October 2020

Doha - Global law firm K&L Gates LLP has advised Barwa Real Estate Group, the leading real estate and investment company in Qatar and the region, and its subsidiary Dar Al Eloum Real Estate Development Company on a Public-Private Partnership (PPP) with the State of Qatar (represented by the Ministry of Education and Higher Education) to design, build, finance, and maintain eight public schools.

This project is the first stage of the Qatar Schools PPP Development Programme, under which the country plans to develop 45 schools through PPP. It is also the first PPP in the State of Qatar that reached commercial close outside of the power and water sector.

Doha counsel Pawel Piotrowski led the K&L Gates team that advised Barwa Real Estate Group and was overseen by partner Amjad Hussain with assistance from counsel Simon Chan.

“We are very proud that K&L Gates had the opportunity to advise on this highly significant pathfinder project,” commented Piotrowski. “It is truly an exciting time for PPP in Qatar with the recently adopted Public-Private Partnership Law, which will continue to enhance the contribution of the private sector in mega projects and in economic activity in general in the State of Qatar.”

Hussain stated: "I am delighted that our firm was able to expand our longstanding relationship with Barwa Real Estate. With leading PPP, construction, infrastructure, and project finance teams, we were able to apply best market practices to bring this deal to a successful close and produce the desired result for our client."
