Maureen O'Dea Brill

Maureen O'Dea Brill is a partner in the firm’s Environment, Land, and Natural Resources practice group, where she focuses her practice on energy as well as state and local tax matters.

Maureen has extensive experience assisting clients with federal and state environmental regulatory compliance, permitting, due diligence, enforcement defense, and public policy engagement. She counsels a diverse client base, including manufacturers and sellers of retail personal care products; companies that manufacture or use chemicals in their operations; developers and operators of energy, commercial, and industrial projects; and natural gas producers and transporters. She also regularly advises parties to business transactions and litigation involving potential environmental liabilities.
Maureen has represented clients in administrative appeals before the Pennsylvania Environmental Hearing Board and the US Environmental Protection Agency’s Environmental Appeals Board and. She also advises clients navigating the rapidly evolving landscape of Extended Producer Responsibility (EPR) laws at the state level.

Maureen has provided legal counsel to a range of clients on Pennsylvania state and local taxation matters. Her experience includes advising clients on appeals of property tax assessments, challenges to state and local tax assessments, and the preparation and prosecution of petitions for tax refunds. She assists clients in evaluating tax positions, navigating administrative review processes, and resolving disputes with taxing authorities, with a focus on practical, business-oriented outcomes.

Prior to joining the firm, Maureen served as a Legislative Aide for Senator Robert P. Casey, Jr. and interned for Judge Malachy E. Mannion of the Middle District of Pennsylvania.
