Kate Goodrich

Kate Goodrich Wright is a partner in the firm's Public Policy and Law practice group. She advises companies, trade associations, nonprofit organizations, and local governments on complex legislative, regulatory, and political matters before the Texas Legislature, state agencies, and Congress. Kate helps clients develop and execute government affairs strategies, navigate high-profile policy debates, and build effective coalitions to achieve legislative and regulatory objectives.

Kate's practice spans a broad range of industries, including healthcare, energy, transportation, technology, housing, infrastructure, financial services, and local government. She has developed particular experience representing clients in emerging industries, including data centers, healthcare, and autonomous vehicle policy, where evolving regulatory frameworks require close coordination among lawmakers, agencies, and industry stakeholders.

Drawing on her experience in both state and federal government, Kate provides strategic counsel throughout the policymaking process, from drafting legislation and preparing committee testimony to advising on appropriations, rulemaking, procurement, and engagement with executive agencies. She also counsels clients on campaign finance, ethics, public records, and political law issues that affect interactions with government officials.

Prior to  joining the firm, Kate served as deputy general counsel and policy advisor to the Speaker of the Texas House of Representatives, where she advised House leadership and all 150 members on legislative procedure, ethics, campaign finance, open records, bill drafting, and complex legal questions arising during the legislative session. She previously served as deputy general counsel and Deputy Director for the Texas Senate Health and Human Services Committee, a budget analyst for the Senate Finance Committee, and a policy analyst for the Senate Natural Resources and Economic Development Committee, giving her extensive experience with the legislative process, state budgeting, and committee operations.

Earlier in her career, Kate worked as a federally registered lobbyist in Washington, DC, where she represented clients before Congress and federal agencies on transportation and infrastructure policy, providing her with firsthand experience navigating both federal and state government affairs.

Kate was previously recognized by Chambers USA as a Nationwide Associate to Watch in Government Relations, reflecting her ability to help clients solve complex public policy challenges through practical, bipartisan advocacy.
