Stuart Robbins is an associate in the Energy, Infrastructure, and Resources (EIR) practice, where he advises clients on regulatory, permitting, and policy matters across the energy sector. His practice focuses on natural gas infrastructure, liquefied natural gas (LNG), and energy-intensive facilities such as data centers.
Stuart represents clients before the Federal Energy Regulatory Commission (FERC) and the Department of Energy (DOE), and he frequently works on matters involving the Pipeline and Hazardous Materials Safety Administration (PHMSA), the US Army Corps of Engineers (USACE), and the Department of the Interior (DOI). His experience includes guiding clients through the FERC and DOE authorization process for LNG export projects and defending project authorizations in federal court. He also advises on regulatory considerations for planned natural gas pipelines and has drafted and negotiated pipeline transportation agreements.
Stuart also works with the Power team. His work in this space includes conducting research on developing issues and new technologies, as well as representing clients in matters before state public utility commissions (PUCs).
In the data center space, Stuart has counseled clients on interconnection, co-location, and state-level regulatory frameworks that impact the siting and development of data center facilities and associated infrastructure. He has assisted with projects involving natural gas supply for hyperscale data centers and is actively engaged in helping clients navigate the evolving regulatory landscape.
