Jeffrey Haynes

J. Hayden Haynes is a government affairs counselor in the firm’s Public Policy and Law practice group. He brings experience as former chief of staff for the United States House of Representatives, and as a principal advisor and senior manager to the Speaker of the United States House of Representatives, second in line to the President. In this role, he led strategic, legislative, communications, and administrative functions for the Speaker’s Office, managing staff across leadership, district, and political operations, and overseeing a combined annual budget. Hayden also coordinated closely with House leadership and committee chairs to advance the Speaker’s legislative agenda and support conference-wide messaging. In this role, he partnered with national and international leaders—including heads of G7 parliaments and multiple US Presidential administrations—on legislative initiatives addressing global and domestic challenges, while also liaising with political staff, national party leadership, the NRCC, and Speaker-aligned committees and PACs on political strategy, messaging, and election-year engagement. Hayden also led the passage of major legislative initiatives from both the Biden and Trump administrations, including foreign aid packages for Ukraine and Israel and the Working Families Tax Cuts.

Prior to joining the firm, Hayden was the chief policy, political, and management advisor to Congressman Mike Johnson. In addition, he directed strategy, legislative operations, and communications for both congressional and leadership offices. During this time, he also gained leadership experience managing staff and leading a legislative team to achieve numerous policy victories.
