Julie Ezell is counsel in the firm’s Power practice group. Julie has nearly two decades of experience supporting the regulation and licensing of nuclear facilities. Prior to joining the firm, Julie spent nine years at the United States Nuclear Regulatory Commission (NRC) where she served in various roles, including legal counsel for a commissioner. As legal counsel, Julie provided legal advice to the commissioner on numerous policy and regulatory matters, including licensing applications, proposed rulemakings, and issuance of licenses. Most recently she served as the deputy assistant general counsel for reactor programs. In this role, Julie supervised the day-to-day work related to the review and approval of reactor license applications and amendments. In particular, she represented the NRC staff on work related to the Kemmerer construction permit application, Kairos Hermes construction permit, Clinch River early site permit, numerous license amendments, and several subsequent license renewals. Before joining the Nuclear Regulatory Commission through the honor law graduate program, Julie built a strong technical foundation in the nuclear industry where she held various engineering and regulatory roles. There her work focused on developing a combined license application, site characterization activities, developing programs to support construction of the facility, and interfacing with Federal and State regulators during inspections and oversight.
