Thomas DeVita is a regulatory energy lawyer with extensive experience and expertise in the rules and regulations of: (i) the Federal Energy Regulatory Commission (FERC); (ii) the North American Electric Reliability Corporation (NERC); and (iii) Regional Transmission Organizations and Independent System Operators (RTOs/ISOs).
From 2018 to 2026, Thomas served as regulatory counsel to PJM Interconnection, L.L.C. (PJM), the largest RTO in the United States, holding senior positions within the PJM Legal Department and providing strategic counsel to the PJM Executive Team and Board of Managers on matters before FERC and NERC. While at PJM, Thomas directly supported all three of PJM’s major business divisions—Markets, Operations, and Planning—and served as counsel for PJM’s FERC and NERC compliance groups and their respective interface with FERC and NERC’s Enforcement Divisions. Thomas also served as PJM’s legal representative on the ISO/RTO Council (IRC), where he was elected Chair and Vice Chair of the IRC’s Regulatory and Legislative Committee, which is responsible for coordinating regulatory policy across the RTOs/ISOs of North America.
Prior to joining PJM, Thomas worked in the FERC practice of a major law firm in Washington DC, and in the NERC Legal Department.
Thomas is a devoted follower of the “plain English” approach to regulatory counsel, helping clients understand the complex worlds of FERC, NERC, and RTOs/ISOs in ways that can be easily communicated to internal decision makers, with the ultimate goal of maximizing strategic optionality and ensuring precision in the execution of regulatory strategy.
