David Skillman is a partner in the firm's Public Policy and Law practice group. Prior to joining the firm, David served as chief of staff and counsel to a senior member of the Ways and Means Committee in Congress and as a managing director at a Washington DC law firm. He regularly advises clients seeking to enact tax, trade, and energy legislation, draft regulatory comments, and secure regulatory changes. He regularly advocates before Congress, the White House, and Treasury, USTR, and other federal agencies.
David has a deep understanding of the federal legislative and regulatory environment, with more than a decade of service as Deputy Chief of Staff and Counsel to a senior member of the Committee on Ways and Means. While counsel to Congressman Earl Blumenauer. During his Congressional service, David drafted and supported the development and enactment of legislation supporting renewable energy tax incentives, including expansions of the investment tax credit, the production tax credit, and credit monetization provisions, as well as a variety of other changes to corporate, individual, and excise taxes. He staffed the Congressional Trade Working Group during the negotiations that led to passage of the US-Mexico-Canada Agreement, as well as supported Congressional engagement on a wide variety of bilateral and multilateral trade initiatives, including passage of Trade Promotion Authority, reauthorization of Customs programs, and Congressional approval of various bilateral agreements, including with Peru, Panama, South Korea, and Colombia.
