K&L Gates Adds Broker-Dealer Regulatory Partner in Washington, DC

17 August 2026

Washington, DC – Global law firm K&L Gates LLP welcomes Tim Foley as a partner in its Asset Management and Investment Funds (AMIF) practice. Foley joins the firm in its Washington, DC office from Linklaters LLP.

Foley brings extensive experience advising broker-dealers and other financial institutions on regulatory compliance, enforcement, and trading-related matters. His practice focuses on representing US-registered broker-dealers in matters involving the US Securities and Exchange Commission (SEC), Financial Industry Regulatory Authority (FINRA), self-regulatory organizations, and state and foreign regulatory agencies. He also counsels financial institutions on regulatory compliance matters involving trading and sales practices, corporate transactions, internal investigations, and regulatory risk management.

Foley has deep knowledge of broker-dealer operations, including institutional trading, retail sales, fund distribution and underwriting, and investment banking. He regularly advises multinational financial institutions on equity and fixed income sales practices, mergers and acquisitions advisory work, trading and reporting rules, electronic trading, cross-border fund underwriting and distribution rules, and other marketplace regulatory issues. Foley has also conducted significant retail sales practice investigations involving complex products and alternative investments, and has represented clients in FINRA enforcement and market regulation matters involving issues such as market manipulation, fair pricing, trade reporting, and short sales.

“Tim's arrival further enhances the firm’s ability to advise asset managers, fund sponsors, broker-dealers, and other market participants navigating an increasingly complex regulatory environment,” said Mark Amorosi, a leader of K&L Gates’ AMIF practice. “His perspective adds an important dimension to our global platform and his talents will increase our value to clients operating in today’s evolving financial markets.”

David Wochner, K&L Gates’ office managing partner for its Washington, DC office, commented: “Tim will be especially valuable to the firm given his experience working with complex regulatory agencies such as the SEC and FINRA. His addition strengthens our ability to provide sophisticated, strategic counsel across the asset management, investment funds, and financial services sectors.”

Foley’s arrival follows several strategic additions to the firm’s AMIF practice in the past year, including New York partner Tamika Bent, San Francisco partner Edward Baer, Washington, DC partner Thoreau Bartmann, Hong Kong partner Huberta Chow, and London partner Marianna Tothova.

K&L Gates’ AMIF practice has more than 50 years of experience in the financial services industry and comprises more than 150 lawyers throughout Asia, Australia, Europe, the Middle East, and North America.
